हाल के दिनों में गोरखपुर पुलिस की सेवा १०० पर नागरिकों की अधिसंख्य शिकायतें रात में डी जे आदि बजा कर शोर मचाने की आ रही हैं. अभी तक पुलिस की मोटर साइकिल मोबाइल (गश्ती इकाई) जा कर आवाज़ कम करा आती थी, लेकिन महसूस किया गया कि ज़्यादातर लोग थोड़ी देर बाद फिर आवाज़ बढ़ा लेते हैं और शिकायतकर्ता फिर १०० नंबर पर फोन करता है. इसलिए तय किया गया कि अब केवल आवाज़ कम नहीं कराई जायेगी बल्कि कानूनी कार्यवाही भी की जायेगी ताकि समस्या का पूर्ण हल निकाला जा सके.
तयशुदा नीति पर चलते हुए पुलिस अब ध्वनि प्रदूषण करने वालों पर एफ आई आर दर्ज कर गिरफ्तारियां कर रही है और उपकरणों को ज़ब्त भी कर रही है.
लेकिन पुलिस के काम में हमेशा यह मुश्किल रहती है कि जब कानून को लागू करे (प्रवर्तन करे) तो प्रभावशाली लोग प्रभाव डालना शुरू कर देते हैं... जैसे कि, अरे जाने दीजिए लोग मज़े कर रहे हैं, आपको क्या प्रॉब्लम है?
१० बजे से सुप्रीम कोर्ट ने प्रतिबन्ध लगाया है अभी तो केवल १०.३० बजे हैं. कार्यक्रम में मंत्री जी हैं, अरे जाने दीजिए!!!
अब आप ही बताइए पुलिस को इस स्तिथि से कैसे डील करना चाहिये?

I do not like people creating noise pollution in the name of ceremonies like Dussehra, Deepawali, marriage etc. The volume should be kept low during marriage functions upto 10 PM and thereafter no loud speakers should be allowed.

Sir, you are doing a good work by creating direct contact system and involving public in local problems and may be in local decision making.
As per the problem of noise pollution in late night functions, marriages etc, we have to think radically. Approach can be vice - versa.
Problem of noise relates mostly to the marriage functions in the Indian society. Let us say there are 100 marriages in gorakhpur on a particular day with 10,000 people in functions. (Controlling 10,000 people is mammoth, controlling DJs is easy). This means 100 DJs will be operating at different places. It is impossible for police to control all the functions. We cannot employ a sipahi at every function.
Alternatively, what we can do is rather then challaning the function person, challan the DJ. For this a list of all operating DJs under particular thana may be gathered first. License or some listing of DJs in the thana to be made essential. Meeting with their association members(if any there) and telling them your intentions of challan if found operating beyond certain time limit. Otherwise, instruct the inspectors to issue guidelines that DJ people have to inform to the munshi in the thana about their daily function assignment and place of operation in night. If voice coming after 10:00 pm from that function or place challan them.
Another model may be, contact the tent houses or banquet hall owners and issue them the guidelines.
Various models may be tried like this, but best would be to control the DJs, banquet hall owners etc becuase they are limited and single one of them is catering to large population.

कमाल करते हैं जनाब आप भी! पूछ रहे हैं कि पुलिस को क्या करना चाहिए? यदि वहाँ मंत्री हैं, तो जाहिर है सुप्रीम कोर्ट के आदेश की वो भी अवहेलना कर रहे हैं. उसे भी अंदर कर दीजिए. बस एक बार. फिर देखिए. कोई मंत्री क्या प्रधान मंत्री भी रात नौ बजकर उनसठ मिनट के बाद डीजे पर मौज मजा करने की हिम्मत नहीं करेगा.

इस पर गोरखपुर पुलिस ने अमल किया और वाकई में अब सब ९.५९ पर बाजा बंद कर रहे हैं.
राहुल जी, जैसा आपका सुझाव था डीजे वालों कि associationg से वार्ता व समन्वय का बहुत लाभ मिला. अब वो स्वंय १० बजे संगीत बंद कर रहे हैं. वो बहुत खुश भी हैं क्योंकि अब रात ११ तक घर में होते हैं जबकि पहले, वे कहते हैं, रात के २-३ बजना सामान्य

सबसे पहले पुलिस के जवान खुद को ईमानदार बनाये ? इससे कई ऐसे छोटे-छोटे पहलू और मामले हैं जिनसे पुलिस विभाग की छवि धूमिल होती हैं....कई बार देखा गया हैं की नो एंट्री जॉन में पुलिस कर्मी बड़े वाहन को एंट्री करा देते है उसके बाद जो हादसा होता हैं वो पुलिस के लिए काफी मुश्किल भरा और लायन आर्डर को खतरे में डालने वाला होता हैं..आगरा में अगस्त २००७ में एक ऐसा ही हादसा हुआ था ऍम-जी रोड पर सभी बड़े वाहन प्रतिबंधित थे पुलिस की गलती से एक ट्रक एंट्री कर गया और धाकरान चौराहा के पास ३ मोटर साइकिल स्वर लोगो को कुचल दिया जिसके बाद लोगो ने इस रोड को अपने कब्जे में ले लिए फिर गुंडा राज हुआ और दर्जनों वाहनों को आग के हवाले कर दिया उसके बाद आगरा की जनता जिसे इस मामले से कोई लेना देना नहीं था उसने काफी दिनों तक कर्फ़यू की मार झेली ?आज २१ मार्च २०११ की घटना हैं पुराणी मंडी चौराहा काफी व्यस्त हैं इस लिहाज से यहाँ ताजमहल पास हैं प्रति दिन हजारो विदेशी और इंडियन टूरिस्ट यहाँ आते हैं इस चौराहे से ताज महल के साउथ गाते पर जाने वाले बड़े वाहन पर पूरी तरह सुप्रीम कोर्ट ने रोक लगा राकी हैं लेकिन आज वहां तेनात पुलिस वालो ने महज कुछ पैसो ले लिए टाटा ४०७ को एंट्री करा दी उसने गाडी एक दीवार से मारी जिससे उसमे ३ लोग दब गए इसमें से एक लड़की की मौत भी हो गयी बाकि लोगो की हालत चिंता जनक हैं? आप सबसे पहले ऐसे चौराहे और ख़ास जगह को चिन्निह्त करे जहाँ इस तरह के हादसे हुए है और आगे भी हो सकते हैं उन स्थानों पर तैनात होने वाले पुलिस के जवान चाहे वप ट्राफिक कर्मी हो या सिविल पुलिस की उन सभी पुलिस कर्मियों को बुलाकर एक कार्यशाला आयोजित की जाये जैसा आप १०० नंबर को आम जनता की पहुच तक ले जा रहे हैं अच्चा कार्य हैं ? बैसे ही इन पुलिस कर्मियों ये सीख दी जाये की चन्द पैसो के लिए पुलिस की सामने बड़ी मुसीबतें खड़ी हो जाती हैं..इसलिए धीरे-धहेरे कोशिश करे इनसे बचने की जिससे पुलिस की छवि ख़राब नहीं हो.....
Sir,As far as the political pressure is concerned ,I still remember and appericiate the procedure sugessted and owned by Shri Ashutosh pandey who was the s.s.p. here some years back....He himself answered this question how to escape from political pressure?He said that "we take promt and immediate action and dosent give time for any phone from political person or so".This remedy is I think is workable for unbiased and honest people like you.

If there are directions of the court and laws regarding the noise and volume and police being a law enforcement agency,it should work according to the law.
